Full-time students at universities and technical schools are not able to earn a living due to lack of time. That is why the state has provided social benefits to students.

State support measures come in several forms:

  • State scholarship: social, academic, advanced,
  • One-time and monthly financial assistance to students.

In accordance with the law, a scholarship is an amount designed to stimulate the educational process. And its social appearance serves to support the poor.

Who is entitled to receive it:

  1. Orphans or students left without parental care,
  2. Persons whose parents died while their children were studying,
  3. Students who are disabled since childhood, as well as disabled people of groups 1 and 2,
  4. Students exposed to radiation
  5. Disabled during the war,

In any case, the payment must be made independently by collecting the established documents.

Until 2017, social security was involved in the design of this payment. The family has documented that it is poor.

Currently, only an educational institution is entitled to apply for a social scholarship. The basis is the receipt of subsidies, allowances, compensations, in-kind assistance.

Since 2017, a new criterion has been in place for its execution - the presence of a document confirming that the student received social assistance. The term for the scholarship is 1 year from the date of submission of the document, then it should be reissued.

  1. The student has no debts for exams and tests or they are liquidated.
  2. The student is not expelled from a university or college.

The amount of the monthly social payment to students in 2017-2018: at least 700 rubles in technical schools and schools and at least 2000 rubles in institutes and universities.

This size is minimal; the administration has the right to increase the amount if funding for the educational organization allows it.

Academic and advanced scholarships, their purpose

An academic scholarship, in contrast to a social one, directly depends on grades: it is awarded only in the absence of triples and debts from previous sessions. Upon receipt, all state employees receive it before the first session.

If the exam or test was missed for a good reason, you must provide a paper confirming this fact.

Conditions for obtaining an increased scholarship:

  • full-time tuition, in a budget place,
  • participation in the cultural, sports, scientific activities of the university.

The monthly payment starts from 1300 rubles for universities and from 480 rubles for technical schools. Each university has its own order of increase (for every five), but the maximum amount does not exceed 6000 rubles.

Needy students who are in the 1st and 2nd year receive 6307 rubles if they study without triples.

The decision on the payment of an increased scholarship is made by the academic council and the student team. They take into account the academic and social sums already received by students.

This money is paid by the scholarship fund of the educational organization. Money comes from the federal budget.

The government scholarship (maximum size of 5000 rubles) can apply for full-time students who have completed 3 courses if:

  1. In the last two sessions there are more than ½ marks of the five, and also there are no triples and deuces.
  2. They won or won a prize in the scientific Olympiad.
  3. In a scientific journal (newspaper) published an article by a student.

A presidential scholarship is also provided at the federal level. The procedure for its appointment is similar to the government, and the maximum amount of payment reaches 7000 rubles.

In certain regions there are governor scholarships for full-time students studying at "4" and "5", as well as those involved in sports, science or art.

In what cases is one-time financial assistance

One-time financial assistance to students is a one-time payment in connection with the prevailing circumstances, provided to the full-time student regardless of his grades and participation in public life.

A student is assigned her appointment if:

  • his close relative died
  • a baby was born
  • one of the family members needed expensive treatment,
  • there was a fire, an accident occurred, money was stolen from him and so on.

The amount of assistance is two academic payments, but may be increased by decision of the university commission. The amount is not subject to income tax.

Priority right have:

  • students with disabilities
  • orphans, persons from a large or poor family,
  • pregnant or raising children without a father,
  • who came from other cities.

For them, the amount can be 5 ordinary scholarships.

To receive money, you must write a statement to the dean’s office and attach the following papers to it:

  • passport,
  • disability certificate,
  • birth certificate of a child
  • police certificate of theft,
  • death certificate,
  • income statement for the last 6 months,
  • pregnancy certificate
  • medical report on the need for paid treatment.

Periodic cash payments to special categories of citizens

Orphans, children with disabilities and students with 1 or 2 disability groups, as well as students with children, receive financial assistance twice a year on the basis of an application, passport, children's certificate and a certificate of disability.

Full-time students who receive social scholarships or poor students once a year are eligible for cash benefits.

Grounds for its provision:

  1. Statement.
  2. Passport.
  3. Certificate from the household about the composition of the family.
  4. Certificate of Income.

This category includes students whose parents are not employed, are disabled, senior citizens, large families, as well as students with a 3 group disability or participants in the war.

In certain regions there are governor scholarships for full-time students studying at "4" and "5", as well as those involved in sports, science or art.

Important! Presidential and Government scholarships cannot be appointed at the same time.

1. File Early

Perhaps the easiest step you can take is to fill out the FAFSA as early as possible. This is because many federal loans and grants are awarded on a first-come, first-serve basis. Even if the university has a much later deadline, it helps to submit the document immediately after October 1 (new, earlier date for submission of the FAFSA).

Many parents suggest that they should defer FAFSA until they complete the tax return of the previous year. Unfortunately, this can interfere with your chances of need-based help in serious danger. The new rules allow you to fill out financial assistance documents using data from the previous year (see details in You can now file your FAFSA file from October 1 ) You can do this automatically using the IRS data retrieval tool on the official FAFSA website, which is available approximately three weeks after you fill out the form.

2. Minimize your tax income

FAFSA is the primary tool that universities rely on to determine an applicant’s “expected family contribution” (EFC), that is, the estimated amount that a student and his parents can use to pay for tuition and other expenses. All things being equal, a lower EFC will result for more help based on needs.

When calculating a portion of family expenses, the biggest factor is its level of income. Needless to say, this helps keep the amount of taxable income as low as possible in the base year.

How can a family accomplish this feat without harming themselves in the short term? One way is to postpone the sale of stocks and bonds if they make a profit, since the profit will be considered income. It also means holding on to early withdrawal from your 401 (k) or IRA. Also, ask your employer if you can delay receiving cash bonuses if they do not adversely affect your child’s financial assistance.

Which students can get help?

Social assistance, depending on the situation, can be provided to students in the form of both a single payment and periodic credits.

Persons who belong to the following categories can apply for it:

  • orphans, including those who lost their parents while studying,
  • having a disability group,
  • injured as a result of accidents (including radiation) and military operations,
  • nonresident (have a residence permit in the settlements which are further than 1000 km from the place of study),
  • students from poor families,
  • contracted military personnel (provided that the service life is more than 3 years).

As a rule, higher education institutions pay cash assistance to the above persons on an ongoing basis (monthly or quarterly). But some universities may limit the amount of payments to 2 times a year. The rules for the distribution of help are regulated by the internal regulatory documents of each educational institution.

The basis for the provision of one-time financial assistance are events that occurred in the life of a student directly during training. For example, pregnancy, childbirth, marriage, loss of a breadwinner, serious illness, accident.

Students who study on a full-time budget can receive social benefits. Other categories of students (external students and payers) are entitled to material support only in special cases and with the consent of the rector.

3. Be careful about who owns your assets.

If you have been investing in education for your children over the years, you will be in much better shape when they graduate from high school. But all this savings has a small catch - some of this money will be included in your EFC.

One important aspect of FAFSA implementation is that schools expect students to contribute more of their assets to higher education than parents. According to the FinAid website. com, 20% of a child’s assets are valued in a needs analysis, as opposed to a maximum rate of 5. 64% of the parent’s assets.

Therefore, in most cases, your application will be much better if any of your college's savings accounts are held by your parents. Therefore, if you created a Unified Gift for Minors (UGMA) account for your son or daughter to avoid gift taxes, you could increase your chances of need-based help. Often, you better get rid of these accounts and put your money in the 529 College Savings Plan or Coverdell Education Savings Account. According to the current rules, both of them are considered as assets of the parent if the student is classified as dependent for tax purposes.

4. Do not let you qualify

Having a substantial family income does not always mean that financial assistance is not amenable. It is important to remember that the needs analysis formula is complex. According to the US Department of Education, factors such as the number of students attending college and the age of your parents can affect your reward. It is always helpful to fill out the FAFSA just in case.

Keep in mind that some universities will not offer financial assistance, including an academic scholarship, unless you first complete the FAFSA. The assumption that this form applies only to low- and middle-income families often closes the door for any such opportunities.

The amount of material assistance

The amount of material support for students is determined on the basis of the provision on material assistance, which is valid in the educational institution. The text of this document can be found in the public domain on the university website. The size of the payment is not affected by student performance and personality.

If a student is entitled to a monthly social payment, then it must be at least:

  • 730 rubles - for students receiving secondary special education,
  • 2010 rubles - for university students.

One-time student financial assistance is established by a special scholarship commission of the institute and can be from 1 to 5 minimum scholarships. Moreover, if a lump sum payment exceeds 2 thousand rubles, then it is taxed.

The amount of social benefits for nonresident students depends on the cost of travel to the village.

5. FAFSA is not a whole image

Although the FAFSA is an extremely important tool in determining needs-based assistance, some families actually devote too much attention to this document. The fact is that most financial consultants have the right to use resources at their discretion. Estimated family contributions usually play a large role, but this may not be the only factor they will consider.

The more the institution appreciates the student’s skills and experience, the more likely it will be to attract him or her with an attractive assistance package. The key is to find colleges that are well-suited and contact your child's financial assistance office for federal grants or subsidies, which, in addition to his academic reputation, can help families decide whether or not to pursue a school.

Recurring payments

In order to receive periodic social payments, it is necessary to document your financial insolvency. To do this, you need the following list of documents:

  • certificate of family composition,
  • extracts and certificates confirming the income of each family member (including scholarships, pensions and social benefits),
  • a document certifying that this citizen is studying at this university, indicating the form of study (contract / budget, full-time / part-time).

The package of documents is transferred to the social protection authority, and on its basis the total family income is calculated.

If the family is recognized as poor, the student receives a certificate of the right to financial assistance and registers it at the university with the corresponding application.

One-time help

First of all, you need to contact the dean’s office or the trade union committee of the university and get a form or sample application for financial assistance to students.

Registration Procedure:

  1. Fill out an application with personal data and reasons for applying.
  2. Document evidence of the grounds for receiving financial assistance (copy of the birth certificate of the child, sick leave, certificate of registration for pregnancy, etc.).
  3. Transfer documents for signature to the responsible person (chairman of the trade union committee or to the dean's office).
  4. Wait for the decision of the scholarship commission.

Upon a positive review, the funds will be credited to the bank card, on which the student receives a scholarship.

If a student requests help on a paid form, he will need to transfer a package of documents for consideration to the rector and additionally indicate the details of the account or card for receipt of funds.

The indicated payments are not obligatory, therefore, there are no clear terms for consideration and crediting of money.
